PROJECT FOR THE INSTALLATION OF CYBERCAFE
I. IDENTIFICATION OF THE PROJECT

II. DESCRIPTION OF THE PROJECT
The project consists in putting in place one or more of cybercafés Internet in the Town of Kinshasa, Province of the east of R.D.Congo and Angola Luanda, Congo Brazzaville etc,
III. PROJECT DRANK / GOALS OF THE PROJECT
- This project with for goal to place at the disposal of the population one or more of cybercafés Internet to allow them an easy access to new this fact and information technologies of contributing to their cultural and intellectual blooming.
- This project will also make it possible to create jobs for the young graduates and to give a formation on the use of the new information technology (Internet) to the students of different level, the Orphans of our Center of accommodates in order to allow them a intellectual, social and professional blooming.
- The final goal is the creation of another reception facilities for young orphans, people victim of war in order to their bring has education, training and fight against the Virus of the AIDS
a. A tele center is a place where are availability of the public of communication and information technologies. According to the size and the means of the center, the user can find there telephone, fax, telecopy, scanner, numerical camera, microcomputers connected to Internet.
b. In certain cases, the tele center proposes ancillary services such as the hiring of room, the secretariat, the videoconference or a place where can be exerted work remotely pendular. In all the cases, for the user, the tele center is a place where it
c. Has the possibility of using tools of communications and of entering in relation to other people by gumming the geographical distance which separates them.

Within the framework of this project, this tele center is Free at the hours of formation "a Center of Community access For All, insofar as the Group the future is a place of meeting and to promote people in difficulties for the good being of the community, with this title its objective first is not to make benefit, but to promote the Development, Help, Former and to give access to most underprivileged.

This project will have the three following functions
To be the infrastructure and the organization which will allow :
* To develop the practices of open and remote formation. Framing.
* In particular to facilitate the search for information (on Internet)
* To reach tools of assistance to the orientation
* To provide a human and technical accompaniment adapted with respect to the received public: to know to adapt the services to the level of knowledge of the people accomodates in the Center.

a. Short Postcard of the Town of Kinshasa

IV. PROBLEMATIC
The rapid evolution of communication and information technologies generated during last years a notable progression of the applications available in the everyday life and the professional life. Any person is concerned today with the use from now on standardized data-processing tools.
Unfortunately as American said: Truth in on this side of the Pyrenees, error with beyond.
This reality, variously lived between the developed countries and the countries under - developed, is still in a more marked way in Democratic Republic of Congo.
Indeed, the Internet constitutes a luxury for the great majority of the Congolese population, in general and that of the Kinshasa Capital, in particular for following reasons:
The DRC leaves 7 years of war which caused more than 3 million of dead and of the enormous property damages. Political instability in spite of the installation of a government.
The D.R.C is not connected yet to the underwater cable SAT3/WASC/SAFE which leaves Europe, skirts the African countries by the Atlantic coast to finish in Malaysia.
The purchasing power was seriously exhausted so much so that the income which remainder is quasi affected with the current consumer expenditure.

This tele center will be located On the avenue Panzi 43, 45 Commune of Ngiri - Ngiri Direction Gambela Ville of Kinshasa, In other room of the church of Jesus Christ who is known in the name of Bima.
v Public Concerned
Students and Pupils of the Higher Institutes, pupils of the secondary schools.
All the people especially youth who do not attend the hypes cybercafés of the city.
All People who does not have a means for frequent the Net.
All the Orphans, Young Handicap etc.......
All People who will want (Initiation with the data-processing techniques which will enable them to design, develop and exempt modules of open and remote formations: navigation and research on Internet, electronic messaging, text processing, and creation of documents to format HTML).
Ø The services of the tele center are thus placed at the disposal of the all people interested so that they can find there a help in order to adapt and use data-processing tools useful for the open and remote formation, in the realization of professional projects and the orientation of the children, Young and Adults.
V. INFRASTRUCTURE AND PERSONNEL
Within the framework of this partnership, the Group of Association (O N.G.D - A.F.C.C And O.N.G.D - P.D.T.M And the church of Jesus Christ Known in the name of Bima Ngiri-Ngiri) will place at the disposal of the tele center:
A air-conditioned room of 35 m2, joint at the office of coordination of 9 m2.
A connection Internet provided by a local provider (Congo Korea Telecom).
Technicians, members of the ongd will ensure the maintenance of the equipment and other members, the daily management of Tele-Center.
People Volunteer (Organizers).
All administrative authorisations required by the public services for a correct operation of the tele center.
VI. OPERATION
In this paragraph, we detail the operation of the tele center and the open and remote formation, principal dedicated use.
Reception: The Tele center opens Monday at Friday of 8h30 with 16h30 Free (of 16h45 has 23h30 it is Paying Because, it will also be necessary to pay energy, the local one, service provider and it nobody voluntary etc.....) and Free Saturday of 8h30 with 15h00.
The functions of tutor at technical aim at facilitating the access to the resources and consist with:
- To allow the users to reach the tools of training under satisfactory conditions.
- To make a technological survey and to adapt the tools to the specific needs to satisfy.
- To assist the users in their catch in hand of the tools while trying to develop their own autonomy.
- To make a day before of information and to develop the existing resources informative and teaching useful for the users.
- To ensure the maintenance of the technical environment
